I'm an advocate for Struwwelpeter-character names, so I'll go for Caspar/Kaspar any day.

Funnily enough, I met a baby Kasper-with-a-K just today! I’m really appreciating the extra kick of K variants like Kaspar, Klara or Kassia lately.

I'm guessing the names in Struwwelpeter (not only Kaspar, but also Konrad) are spelled with K's instead of C's is because the book was first written in Germany.
